Commencement

Commencement at Washington State University Tri-Cities represents the culmination of a student’s academic achievement. It is a time for celebration and reflection for students, families, faculty, and staff. It brings together the campus community to share the joy of the accomplished goals of our students. The commencement ceremony at Washington State University Tri-Cities serves a dual purpose: to mark a point of achievement, thus completing a chapter in the lives of students and those who support them, and to encourage continued pursuit of learning, personal fulfillment and engagement with their local and worldwide communities.

La graduación en Washington State University Tri-Cities representa la culminación del logro académico de un estudiante. Es un momento de celebración y reflexión para los estudiantes, las familias, el profesorado y el personal. Betsy Cantwell

President, Washington State University
Presidenta, Universidad Estatal de Washington

Dr. Betsy Cantwell became Washington State University’s 12th president on April 1, 2025, bringing extensive experience in research leadership. Before joining WSU, she served as president of Utah State University, a space and land-grant R1 institution, where she managed a $1.3 billion annual operating budget and successfully led a redesign of the Academic Enterprise and increase annual research expenditures. Prior to that time, President Cantwell held senior leadership positions at the University of Arizona and Arizona State University, where she significantly expanded their research enterprises. Her distinguished career also includes extensive service in U.S. national security, with leadership roles at several national laboratories. She holds degrees from Wharton (MBA), UC Berkeley (Ph.D., Mechanical Engineering), and the University of Chicago (BA, Human Behavior). She is a fellow of the American Association for the Advancement of Science.


La Dra. Betsy R. Cantwell se convirtió en la duodécima presidenta de la Universidad Estatal de Washington el 1 de abril de 2025, aportando amplia experiencia en liderazgo en investigación. Sandra Haynes serves as Executive Vice President for Washington State University Statewide Campuses, providing strategic leadership for WSU Everett, WSU Tri-Cities, and WSU Vancouver. In this role, she strengthens coordination and alignment across these campuses to advance student success and regional impact.

Haynes brings more than two decades of higher education leadership experience, with a strong record of building community partnerships, supporting student achievement, and guiding institutional transformation in a range of higher education settings. Known for her clarity, integrity, and people-centered approach, she fosters trust and empowers teams to create environments where innovation can thrive.

Previously, Haynes served as Chancellor for WSU Tri-Cities and Interim Chancellor for WSU Vancouver, where she led efforts to expand access, strengthen academic and student support programs, and align campus operations with WSU’s strategic goals. Her leadership has contributed to enrollment growth, improved student outcomes, and deeper regional engagement across the campuses she oversees.

Haynes holds a Ph.D. in experimental neuropsychology with a respecialization in counseling psychology and is a professor in the Department of Psychology at Washington State University.

Kate McAteer earned her Ph.D. from the Department of Chemistry and Biochemistry at the University of South Carolina. Before joining the faculty in the School of Biological Sciences at WSU Tri-Cities, she worked as a postdoctoral fellow at the Pacific Northwest National Laboratory. Dr. McAteer fosters opportunity and an accessible environment on campus in which students can thrive.

As the associate vice president and vice provost for academic and student affairs, Dr. McAteer is the chief academic officer for the WSU Tri-Cities and WSU Everett campuses. She received the President’s Distinguished Teaching Award for non-tenure track faculty at Washington State University in 2015 and a College of Arts and Sciences Outstanding Career Achievement Award in 2021.


Kate McAteer obtuvo su doctorado en el Departamento de Química y Bioquímica de la Universidad de Carolina del Sur. United States Representative, Washington’s 4th District

Representative Dan Newhouse is a lifelong resident of Central Washington and is honored to represent the 4th District in Congress, a position he has held since 2015. This is his final term in Congress as he is not seeking re-election.

Prior to the U.S. Congress, Dan served four terms as a legislator in the Washington State House of Representatives, representing the 15th Legislative District from 2003 to 2009.

From 2009 to 2013, Dan served as Director of Washington State’s Department of Agriculture, where he listened to the concerns of Washington farmers and promoted the state’s agricultural resources.

Dan attended Washington State University, where he earned a Bachelor of Science degree in Agricultural Economics. Dan is also a graduate of the Washington Agriculture and Forestry Leadership Program.

Dan lives in Sunnyside with his wife, Joan. He has two adult children: Jensena, Devon and his wife Halley. The Newhouse family continues to operate an 850-acre farm where they grow hops, tree fruit and grapes.

Rafael B. Pruneda is a passionate higher education professional, community leader, and advocate for student success. A proud graduate of Washington State University (WSU), he holds degrees in Humanities and Comparative Ethnic Studies, as well as a master’s in Higher Education, Student Affairs from Grand Canyon University.

Rafael’s commitment to education and equity has guided his extensive career within the WSU system, where he has served in roles dedicated to student retention, outreach, and development. Currently, he is the Director of Development for WSU Tri-Cities and an advisor for the WSU First-Generation Study Abroad program.

Beyond his professional work, Rafael is deeply involved in community service. He serves on the WSU Alumni Association Board of Directors as the 2025-2026 President-Elect, co-chairs the City of Pasco annual Día de Los Muertos Fun Run, and holds leadership roles in the Aztec brotherhood La Hermandad de O eMe Te and Xinachtli; organizations focused on cultural empowerment and arts education.

Driven by a commitment to education, equity, and cultural enrichment, Rafael continues to advocate for student empowerment and community engagement.

Rachel Ruggeri is a seasoned finance executive with more than 30 years of leadership experience across public, nonprofit, and global organizations. She spent over two decades at Starbucks Coffee Company, where she held senior finance and enterprise leadership roles during a period of significant global expansion. From 2021 to 2025, she served as executive vice president and chief f inancial officer—the first woman to hold the role—and later as interim chief executive officer, helping guide the company through an important leadership transition.

Known for her people-centered leadership style, Rachel is passionate about mentoring, talent development, and building strong organizations. She also serves on the board of Stryker, contributing expertise in financial governance and oversight.

Rachel holds a Bachelor of Arts degree from the University of Puget Sound, a post-baccalaureate concentration in accounting from Walla Walla University and a master’s degree in business administration from WSU.

Rachel’s professional journey reflects adaptability, purpose, and a deep belief in developing future leaders.
